Board Meeting - September 21, 2006
A special meeting of the Board of Commissioners of Whidbey Island Public Hospital District was called to order at 2:02 p.m. by Board President, Roger Case, M.D. in the Board Room at Whidbey General Hospital. Present were Commissioner Case, Commissioner Saugen, and Commissioner Schoenknecht. Also present were Chief Financial Officer, Doug Bishop, Chief Nurse Executive for Home and Community Services, Judy Moore, Chief Information Officer, Tom Tomasino, Dale Roundy, hospital attorney and Nathan Whalen, reporter for the Whidbey News Times.
Attorney, Dale Roundy confirmed that this special meeting was properly noticed to the media, that all commissioners were notified of the meeting, and that a quorum of the Board was present.
Doug Bishop, CFO, stated that the EMS levy that is currently on the ballot is winning by 73%, however has not had the 8,190 votes to validate. The County will not have any updates on the numbers until 4:30 p.m. today. If the EMS levy is not validated, the hospital has until Friday, September 22, 2006 to file a resolution to have this levy be on the November ballot. With this short deadline, and no new information available from the County, Administration and the Board decided to call this special meeting to approve a resolution to put the EMS levy on the November, 2006 ballot if necessary. Doug noted that if the current resolution validates, the resolution voted on today will be rescinded.
With no further discussion, Commissioner Saugen made a motion, seconded by Commissioner Schoenknecht to approve Resolution #269 providing for the submission to the qualified voters of the Whidbey Island Public Hospital District at an election held on the 7th day of November, 2006, a proposition authorizing a tax levy in an amount equal to fifty cents ($.50) per thousand dollars of assessed value of all property in the district each year for six consecutive years commencing in 2007 and continuing until 2012. The proceeds of such levy are to be used to provide necessary funds to provide emergency medical care and emergency medical services including related personnel costs. Training for such personnel and related equipment, supplies, vehicles and structures needed for the provision of emergency medical care or emergency medical services. Motion carried.
