Whidbey Island Public Hospital District - Commissioner, District 5 - Position Open
Whidbey Island Public Hospital District (Whidbey General Hospital) Commissioner Position Open A vacancy currently exists on the WIPHD Board of Commissioners. This opening is in Hospital District 5, which includes all areas east of Polnell Point Road, North of Crescent Harbor Road, and almost all land west of SR 20 and north of Crosby Road (excluding Hillcrest). The district also includes the West Beach areas of Evendown and Swantown down to Fort Nugent Road and east to the west edge of the Oak Harbor Golf & Country Club. The commissioners remaining on the board will be naming a replacement. The Board is seeking applicants who are experienced in business and who can commit to being available for selected committee meetings that may be held during the day, and to attend the regularly scheduled board meetings that are held monthly at 6:00 pm on the second Monday of each month at Whidbey General Hospital. This vacancy will be filled on a temporary basis upon interview and selection of a replacement by the remaining commissioners. This appointment is effective only until the next regular election for PHD commissioners (November 2009) at which time a commissioner must be elected to fill the balance of the vacant term, which expires on Dec 31 2011. RCW 42.12.070 specifies guidelines for filling nonpartisan vacancies. Prospective commissioners must take an oath of office before commencing their term. This oath should state that he or she will faithfully and impartially discharge the duties of office to the best of his or her ability. A commissioner is not technically qualified to hold office until the oath is administered. [RCW 29.01.135] Generally speaking, the board and individual commissioners are responsible for overseeing the hospital district’s policies and organization with respect to hospital operations, the delivery of quality patient care, and addressing the community’s hospital and emergency response needs. In fulfilling its obligation, the board’s role is to adopt the necessary policies to achieve these ends and to delegate the day-to-day operational responsibility with respect to these policies to the district administrator. There is no specific requirement that hospital district commissioners pursue educational activities that will support their service as commissioners. However, each commissioner is encouraged to participate in suitable educational opportunities as they arise through the course of the year.
